What kind of safety training? I find it hard to make basic general orientation safety training interesting. It is often just a list of rules to follow. Try and focus on what people need to do by the end of the course. You could consider using the "safe-person" vs "git-er-done-person" option, showing what happens if you don't follow the safety rules.
It is much easier to make specific safety training more engaging. I recently developed a course on Bloodborne Pathogens using Lego minifigs.
Thanks Cary, I am doing an emergency evacuation eLearning for work....but I don't have a voice over/audio so I am trying not to make it to word heavy or boring
You could build a floor plan and have the learners help characters to evacuate and know when to evacuate (different alarm stages). You could also have them find the best place shelter-in-place.
That's a great idea, Cary! Present a two dimensional floor plan (first, second, and basement) that includes every room. As they hover over certain areas, popups would appear indicating if they are hot or cold (so to speak).
If you haven't seen it, Articulate has a community showcase and there is a course on Earthquake Preparedness that could give you some ideas. It's done in Studio and uses audio/video but there is some nice interaction included.

Using good stories can be fun also, with lots of hyperbole to make it amusing and fun.
