Hi Martin,

Great question! In my experience, the client typically provides the instructional designer (ID) with the raw content and the instructional designer writes the scenario.

If the content the client provides doesn't provide enough insight to allow them to design the scenario, it's the ID's job to ask the client or subject matter expert (SME) questions that will provide them with the information necessary to write the scenario.

Once the ID has designed the scenario, the client and/or SME review it to ensure all the information is accurate. If there are any issues, they'll tell the ID who can then make any necessary adjustments.
