Scorm Cloud or other platforms to dispatch content to users?

We are a nonprofit and create courses for our Supporters. So far they have lived on our website but suddenly we have several hundred requests to provide these to embed in their LMS. 

We want an LMS platform and like Scorm Cloud (the $10k for 100,000 registrants). But I have to get a second bid in ASAP. And since I am getting a second bid, We are newbies. Does any other company provide third party cloud hosting platform to manage licensing?  Or do we just download the SCORM package from Rise and send it to companies and forget getting user metrics ourselves or for protecting our content? What do you do if you don't have your own LMS system? We are newbies.

I have to get a second bid to move forward.

I'm not a big fan of Moodle for corporate use. I think you're better off using Totara, which is a version of Moodle customized to have more features for workplace training (like letting managers review reports for their teams and creating organizational hierarchies). Totara partners like Remote Learner or Kineo can probably get you a quote quickly. With Totara, you would set up each of those supporter organizations would be its own "audience," and you would continue to control and host it yourself.

If you're looking for something else comparable to Rustici's Content Controller or Dispatch, I'm not sure you'll find it. Those are specific tools for managing content across different LMSs, rather than being an LMS itself.

There is an alternative to "scorm cloud" called "scormPROXY", which is more professional and oriented to Content Publishers and Learning Consultancies.

It lets you deliver your contents remotely to external LMS using SCORM connectors (dispatchers).
