I would use a couple of Adobe Creative Cloud apps to create the animation you linked.
I'd use Adobe Illustrator to create the images/icons/other graphic elements used in the video.
I'd use Adobe After Effects to animate the graphic elements, and drop in any background audio/narration files as well.
If you're not familiar with the programs, there is a bit of a learning curve just because of how robust these tools are. However Adobe has great resources for beginners on these tools, and there are also several prolific YouTube channels dedicated to these programs as well. That's how I learned, and I think it's a skill definitely worth having in your toolbox!
We use Vyond for quick turn around of videos like this. We will also use After Effects to produce specific interactions that we can not easily duplicate in Vyond as needed.

Have you looked into Powtoon or Vyond ?
Those are some of the ones that come to mind.
The learning curve for Vyond is low. Adobe is feature-rich but also demands a higher commitment to learn the product.
The video you posted could be easily reproduced in Vyond.
