Should I take this job?

After being unemployed for nearly 12 weeks, I've been offered a project for less than half my usual rate (not free-lance, but agency, so non-negotiable). In the US, you can receive unemployment benefits for 26 weeks, but must take any reasonable job offer or lose the benefits.
Is this a reasonable job offer?
Only other prospects are over 1 hr of driving each way, which is difficult for me because of arthritis.

Is it possible that this job could lead to another job?
That's not clear -- it's a 2 month assignment as a contract worker.
Hi, Judith. Sorry about the layoff. This is basically a definitional argument. How do the Powers that Be define "reasonable job offer"? I'd probably just call them up, explain the gig, and ask.
I agree with Daniel, you might want to call up the government office that handles the unemployment benefits and see what they consider a reasonable offer.
Are you sure it's non-negotiable? My current job was a junior level consultant position when I applied and would have been about half my previous jobs salary as well. After talking with the boss and letting him about my experience and skills, he realized I was more valuable and offered me a senior level position and matched my previous pay.
