Hm, I tried your file and the layers are shown as expected (unless I misunderstand something). See attached a slightly simplified file. For example you do not need triggers to show the Hover state of the buttons. "Hover' is a built-in state that is displayed automatically.
Thanks Michael, you have made me realize my mistake. I deleted the rectangle also which has simplified the whole slide. Sometimes I can't see the trees in the woods. :)
