You could do something similar in Storyline, but it won't look exactly the way the example you're pointing to does. The most notable differences are that the video will have to be on the slides themselves, not next to them like in your example, and that the menu will not show thumbnails of the slides, just slide titles.

Not exactly laid out like that, but it's possible, except (as far as I know) for the slide thumbnails.
