You need to publish your project from a PC that has Storyline installed, then move the output folder to the computer you're goint to be presenting from.
I have published the presentation via the Web and I it created a folder for me on my USB drive.
I tried to open the file up on my computer that has the software installed on it and it is unable to do so.
Is there something I'm not doing correct?

When you open the published folder, you should see a file within it called "story.html" - it will likely have a browser icon next to it depending on your default browser (IE, Firefox, Chrome, etc.). Double click that file and it should open.
I opened it with Mozilla Firefox and Internet Explorer.

Does the computer have the Flash player installed?

As a last resort why don't you upload to a webserver or publish to LMS from Storyline and zip and upload that to Scormcloud.com
Try publishing the presentation using the CD option and the moving the output to the computer you will be using for the presentation.
