Hi Alfred. I see you've posted your question in the Storyline forums and have received a number of helpful replies from the community. Thought I'd add a link here to that discussion thread for those who'd like to learn from your question.
I also have a suggestion for an existing discussion thread that might help you see how to construct this in Storyline—but I'll add that comment to the Storyline forum thread.
Its easy to create Multi-Lingual courses at once and can be easily done to walk you through the process and see how it works as per your needs. I would be happy if you can drop me an email @ rahul.verma@netsmartz.net and discuss further.
Similar work have been done by us for number of global companies who have different locations at different part of the world.
I have found the translations feature in SL2 to be really good! I'm working on courses that will need to be put in 30 languages and I tried a sample just this past week and the feature worked really well. I had the opportunity to talk with the Articulate staff in Las Vegas at last year's DevLearn and that really helped prepare me because there are a few things to be aware of if you use this feature, ie one sentence in English is 4 in another language so graphic layout needs to be done with that spacing issue in mind, but the feature is amazing and puts everything translated into the right places.

The translation isn't perfect but quick easy and free. I have used it before.
