I realize this is an old post, but for the benefit of the community there is a solution, please see http://BringTo.life where you can create HTML5 avatars/characters that use ResponsiveVoice text to speech (TTS) and can be embeded in storyline 2 as web objects.
It's a free solution too, so give it a go and provide any feedback here so the community can benefit.
