That wobble effect

In my elearning I switch between giving information and showing a scenario.  

I'd like to animate the first image in the scenario with that 'wobble' effect that you see in videos when someone is dreaming or imagining.  Sorry for the very newbie language - there is probably some name for that type of effect :-)

Can any one tell me how I can do this easily?

I have access to Camtasia, storyline, powerpoint.  If I can't use these can you let me know any other way?

Hi there. PowerPoint has an effect called "ripple" in the Transitions menu. If you are set on this particular effect you could insert the first image of your scene into a slide in PowerPoint, apply the transition effect to it and then save the PowerPoint file as an .mp4 video (if you are working with PowerPoint 2014 it can save as .mp4 without any degradation in quality which is nice). You can then insert the .mp4 video into your Storyline file. If using Storyline 2 you can also set it so that it doesn't compress the file ensuring that the exact quality you see in PowerPoint comes through in your finished Storyline project. Attached is an SL1 example.
