Trouble Publishing to SAP LMS

Hi guys,
I'm having trouble publishing my content to SAP XLSO. We are using SCORM 2004 3rd edition and I published using Presenter 13. But it either showed error while uploading the content or successfully uploaded but won't track the completion. This content has no Quiz, but there are Engages.
Has anyone experience this before?

Actually, just published it as SCORM 1.2 and use WBT as the delivery method. Every thing will be ok.
