Updates when regulations are easier to meet

I have read many posts on maintenance of training content. Obviously, when a regulation changes or process changes we must consider the risk due to incorrect information which means: audience group, frequency of task and consequence of error. Maintenance is easier to manage when content is clustered, repetition within, or duplication across multiple courses is reduced. 

Version control is often managed by supplementary 'update' course or job aid that is tracked for accountability. But what about when the standard is made easier to meet? Is there a necessity to train to save costs etc? What are your thoughts if prioritization should be different?
