I'm pretty sure only the Articulate staff can actually add items to the Download section. We all share resources by posting them in a thread right here in the forums. Sometimes they make it to the download folder, sometimes they don't. Either way, I recommend posting in a separate thread with a title that calls out you're sharing a new resource. That will usually get it a lot of attention.
