Agree with this 100%. Its odd to have it set up from a 3rd item (the submit button). Although it wouldnt explain your original problem.
I think I know whats happening here - at least the symptom, if not the cause. For a quick test, simply bring the trigger "Set RT_Confidence to value 5" UP one level so it is before "Set RT_Confidence to value 4". I believe that your triggers are working correctly, but ALL of them are firing, and so simply it is just setting RT_Confidence to 1, then 2, then 3, etc. until your last one which is 5. So it will always be 5.

I think the trigger for 5 is corrupted just delete it and recreate.
The first trigger I would do as between to ranges.
