Virtual role playing

How can i incorporate virtual role playing in my elearning? or is there any other way out to include the following:

The setup is something like this: A meeting is being held between a manager and an analyst.

The analyst has to come up with questions based on some problem currently the company is facing?

how can i make it interactive by making the analyst ( which here would be the person taking the training) ask questions and getting a feedback if those are the right kind of questions to ask.

One of the things I like about role plays is that they help illustrate situations where there aren't right or wrong answers per se, but responses that could have negative to positive outcomes.  So rather than mocking up a quiz of visual multiple choice questions, try thinking of it as a branching scenario. 

Depending on your scenario, you may that the decision tree is big.  For example, if your first scene has three potential responses (Good, neutral, terrible), you have to mock up three different counter responses for the second scene.  Then if each of those 2nd scenes also have 3 responses, that's potentially 9 different "Scene 3" scenarios to create.  

It helps to map it out first as a decision tree, which helps you visualize how one response will change the question or demeanor of the other role player or how some choices might lead to the same outcomes (fewer scenes to create).  

Tool-wise, you could use anything that lets you create internal links.  So Storyline, AP'09, regular PowerPoint, even straight HTML could be used, depending on what you have access to and what you're comfortable using.
