I'm a Portuguese (PT) VOICE OVER and a on line developer courses.
32 years as a Voice Over give me the skills to understand a little bit the way the clients DON’T THINK. And Voice Over is normally the last thing people in a project think about.
I Just want to see with you what do you think about, and in case you need a voice how you find it? Where you go?
We keep all of our voiceover internal. We have found that we can always find someone who had read to their kids a lot or had a side radio DJ gig that prepares them for it. Or we use ourselves since we do enough we have gotten pretty good at it.
I think that the future of the voiceover industry is near its end. With future technology like Lyrebird.ai, there will be no need to hire a voiceover actor. You can just copy and paste a script into a generator and get perfect narration.

I have not tried it yet, but this came to my first mind: https://de.voicebunny.com/#/
Otherwise, I just would look up some companies around my area.
