Without an LMS not much really, Articulate is for developing content.
For information like that you will really need an LMS, you can use javascript to store some of this (probably mot of this) in a Google sheet, but you would need a user to insert their Name or email address.
Hi Phil! I am about the most technologically challenged individual that you will meet. I looked at JavaScript and I have no idea how to make my course work in that. I exported it using something called Scorm. Any ideas what I need to do?

Can you share some of the reasons why you don't want to use an LMS? That may help continue the discussion in a helpful way...
