The thing is i am new to articulate and want a custom template to be developed. I don't know how much it will cost me. Freelancer sites will ask you for a minimum amount which you are willing to pay. In my case i don't know whether the template development will run into tens, hundreds or thousands. When i ask some people i may get an average and then i may put it in the freelancer's site. Till that time is there any forum where i can get a quote simply by giving them the design?

My suggestion would be that you post your detailed requirements here, including as much details as you can about all requirements, and then get people to respond to you by PM.
One of the benefits is that you may not have to pay the Freelancer Site fees, but it of course depends on your, and their working preferences.
I am sure you will find the appropriate talent here to help you.
I am making an assumption that when you say "template" you talking about the player or skin. Prices for developing a skin will vary bit depending on the features you need. Most of our custom skin work falls in the $2500-$3500 range.
