YouTube & TED video licensing

I've been asked by a client to convert some PDF's in to SCORM files. 

In these PDF's, there are hyperlinks to videos on YouTube and TED which got me asking myself a question re licensing on these videos.

Is it ok to hyperlink to these or does it breach any licensing laws?

I'm assuming it's not ok to download and just insert them into the course.
