I am building a drag and drop activity. I created an incorrect state for each of the drag items and added a trigger to change the states of these items when they were dropped incorrectly.
It worked fine when I used the default player 'submit' button, but didn't work when I used the submit button I created.
Usually when an Incorrect/Correct state are created, I never have to create a trigger to change it. This has been automatic when I click the submit button. As for the submit button you created, did you create a trigger that when a user clicks on it, it submits the interaction?
Maybe attaching the Storyline file will help us identify the issue for you (If you can).
I just saw a case where it was reported to our QA team that the dropped states are not working if using a custom submit button. I'll add your forum thread here to the case that is with our QA team and at this time I don't have any further information to share on a fix.

Hi Doreen! This issue is still in the hands of our QA Team and I do not have an update to provide.
We recommend utilizing the default button.
