You could also accomplish this by using an off screen object with a pause media trigger and then a hotspot to play the media. See attached example (and ignore the shmuck in the video).
i know this is currently not a feature, but imagine if triggers can be applied to cue heads? that way you can just create a cue head and add a trigger to do anything you want whenever the playhead reaches that point in the timeline.
the videopause-solution from Mike works good for one pause. But what is the solution, if would add two or three pauses? Is there a chance to control the video?
So after clicking the smiley, the video continues and then there is a second pause, and I click the next smiley and the video continues ...
This discussion is a bit older, and with that custom workaround I haven't seen that many new variations on it either. What version of Storyline are you using? That may help some folks offer new ideas for you, especially if you're using one of the newest versions of Storyline.

If I had to do it I would probably cut the video and insert each part of it on different slides.
Then, when the user would click the "hotspot" or define shape, I would add the trigger to jump to next slide.

As a side note...the hot spot covering the entire video is there to keep the learner from clicking on the video which would cause the video to pause.

This feature doesn't seem to work with SWF movies though. What if we were trying to pause/play one of those? (Don't mean to hijack this thread)
I like how this all works with a video FILE that has been inserted... it does not, however, seem to work with an Online video.

You should be able to Upgrade the file so that you can open it in SL360 :)
