Does anyone have an insight as to what this string does within the ismmanifest?

We've just found it within a course, my concern is when you track the website back to it's source (www.adlnet.org) - you get a website titled "Best Spy Apps - Hover Watch".  Which advertises among other things to be able to track all aspects of your phone, including being able to take pictures with your camera and read all the data on your phone.

Hey, thank you so much.  Looking at the address you can see why I'd be concerned.  I was also provided a very helpful link last night.  It explained a bunch of the manifest "mess" quite nicely.
