Using Javascript to track results with an LMS

I know this topic has been talked to death, but I can't find exactly what I"m looking for.  I work for a small healthcare technology company, and I am trying to convince them to use Storyline (as opposed to a site like easygenerator).  We do not have an LMS and are not planning on getting one.  I need to be able to explain to the dev team exactly how large of an undertaking it will be to track results using Javascript.  I don't forsee us using scoring, just tracking that a course or module has been completed.  So here are my questions:

  1. How does tracking results with Javascript works in layman's terms? 
  2. The end goal would be to have our API "act like an LMS" (I use quotes because this is something a dev person said and I'm not super clear on what it means) and communicate with Storyline.  Has anyone actually done this?
