Base Layer Popping Up with Reminder to View All Slide Layers

I am trying to create a slide that has multiple layers with content for the user to click through.
The learner needs to click through ALL layers before they can click NEXT, so I need a ...
One solution could be to have all of your base layer content on a layer, with a trigger to show that layer when the timeline starts of the base.
I have attached a version with that solution.
