Build an Accessible Drag and Drop Interaction in Storyline

This work great until I hit the the drag item 3 to drop target 1 and then i hit drag item 1 and hit drop target 1 again. The both went to target 1. What I am looking for is you can only match ine drop to one target.
See my file, the issue is having a tab item reappear. I want them to stay hidden after the have be paired. I have tried it so many ways, I am getting confused.
