After publishing on the web, I received a zip archive. Next, I unpacked it, I tried to open the story file.html - it does not open (that is, the browser opens and preloads, but as a result the course does not start).

You'll want to ensure you extracted all the files in the published output correctly before opening the story.html file. This would normally involve using the built-in extract feature of Windows, or a similar application.
If properly extracting the files still results in the course not opening, try publishing your course in a different format to isolate the behavior. Does your course open when published in Review 360?
If the behavior is consistent across all formats, please share a copy of your project file here or privately by opening a support case so we can check if the issue is publishing-related. We'll delete it when we're done testing!
