I tried searching for conversations about this, but couldn't find one, so I posted my own discussion & then this one came up as a recommendation funnily enough.

I am facing a similar problem - my manager has passed a course she started in rise over to me and now i've hit the point where i need the access to adjust the theme etc. and eventually publish.

We'll keep you posted here on any changes to this feature, but in the meantime, is your manager able to Transfer the ownership of the course to you? She'd remain as a collaborator, so she'd still be able to see your edits and changes.
