Since you mentioned zipping the published course yourself, one thing worth checking is the folder structure inside the ZIP.
Open the ZIP and check whether imsmanifest.xml is at the top level or inside another folder.
If it's inside an enclosing folder, try creating a new ZIP from the contents of that folder rather than zipping the folder itself. Brightspace may then be able to find the manifest.
If the manifest is already at the ZIP root, the issue is likely something else and I'd investigate the export or upload process.
Did you happen to check where the manifest sits inside the ZIP?
