GIF issue: unable to play again
This issue surfaces frequently here. It was supposed to be fixed not too long ago, but perhaps not. I don't use gifs due to all of the playback issues. Chrome and Firefox also seem to handle reloading the gifs differently, so the general solution becomes inelegant.
Nonetheless, if your gif has only a single playback loop see this demo for an example of forcing it to reload after playing through. I put it on a layer, as you described. Clicking the button shows the layer and the gif. The short script on the layer reloads the gif image as it closes so it's ready to play the next time the layer is shown.
The first line of the script needs to be updated with the object id of the specific gif image. Use the dropdown at the top of the script dialog to insert the appropriate variable and value, and make sure its name is "picture1". The rest you can leave alone

Glad to see Nathan has been helping you!
In the current version of Storyline 360, I tried to recreate a similar design as to what you've shared. I added two GIFs, each on their own Slide Layer, with Buttons that are Triggered to show these Layers when clicked. I've also set my Layer properties to 'Resent to Initial State'. After publishing to Review 360, and testing in Google Chrome, both of my GIFS continued to loop when switching between them. I've attached a copy of the file I used in my testing, for your reference.
If you're comfortable sharing the .story file that was giving you trouble, I'd be happy to take a closer look! Feel free to upload that here in the discussion or privately through a support case.

I think @MartinAbildg204's original problem was that his gif was not looped, whereas both of yours appear to be.
