Hi Sarah! I suspect you might be seeing examples that use a third-party cloud-based app called Vyond. That tools allows you to produce animations as mp4 files, that play like a video would in Storyline. Something like this?

May I ask you what other similar solutions you know?
Do you know how much time could it take to learn Vyond for an expert instructional designer?
