Need help with a simple slide - variables/triggers

I am in need of some troubleshooting help.  I have built a pretty simple slide using a few variables to ensure that the learner clicks all three "tiles" before  moving on - I can't get it to show the "else" layer if they've only clicked the first tile.  The rest of it works fine.  I've picked it apart and deleted and rebuilt it and I can't figure out why it won't work.  I would appreciate any help with this before I pull out all of my hair!!  Thanks in advance to anyone willing to take a look and help me figure out what I'm missing!
