I'm not familiar with that template, but we're releasing new templates and examples all the time! Take a look at this page of ELH Downloads -> Templates for more ideas.

My guess is that it's based on Javascript coding in Storyline, which is not something I can help with. You may want to take a look at the Javascript best practices as a way to get started, and then I'd suggest  reaching out in the Building Better Courses side of ELH and see if there is anyone who can help! That side tends to focus more on design and how to - and there are lots of individuals there who are Javascript experts.
