Happy to look into this for you!
Shuffling answers for hotspot question slides isn't an option because of the fixed positions of the answers in the slide, and I'll be glad to confirm if this is the restriction that you are running into.
Would you be willing to share a copy of your project file here or in private by opening a support case so we can take a look? We'll delete it when we're done!
