Popping back in because I figured out what the issue was -- the colored background in my storyline was a shape that I had stretched over the canvas and filled to the desired color. Even though the shape was set to not have an outline, for some reason it was showing with outlines in the published SCORM file.
However, if I changed the background color of the slide instead of using a shape as the background, the storyline blends seamlessly.
