Storyline360: Swap base layer and other layer
Is there a way to bring a 2ndary layer front to become the base layer, and delete the base layer instead?
I don't see any other way apart from the time-consuming method of deleting everything on base layer, and manually copying over each group of items, and shifting it to the correct Start Time on the timeline.

Thanks for following up with us. You will want to be sure that you are copying the object and then using Paste Special when pasting your layer content in a brand new slide, as my colleague Jose shared.
1. Right-click on the object and select Copy.
2. Go to the new slide and right-click on the slide and select Paste Special.
As this screenshot shows, you'll want to make sure Keep source duration and Keep source start time are checked. Depending on your setup, you may need to adjust the timeline of the base layer to match the timeline length of the slide layer.

There isn't a way to convert slide layers into base layers, but a quick workaround is to insert a blank new slide, copy the objects from a slide layer, and then paste (special) the objects into the newly created blank slide.
Doing this will allow the objects you copy to retain their positions in the timeline. I’ll happily pass your requirement on to our product team, but you can also detail it more through a feature request here!

I'm sorry, but every object is pasted according to where the blue timeline cursor is marked, i.e. all at 00:00 (or wherever it is). The pasting does not let objects retain their positions in the timeline.
