Hello KarlMuller. You are correct, however the quizzes I refer to were created in storyline 360 and uploaded via the interactive block. I have since found the solution to why some users were completing and others not. I inspected the quizzes and there was a setting that allowed for only 2 attempts. I changed this to unlimited and so far its been stable. Thanks for responding.
