There are many teleprompter apps for mobile and tablets. I've used Teleprompter Premium in the past.
If you're looking for hardware, try renting a few models before purchasing. Most local photo-video stores will have a rental department. Daily and weekend rates are affordable and a great way to try before you buy.
The more significant challenge is reading from a teleprompter. For most of my videos now, I don't use a teleprompter. I never could get past sounding like I was reading.
How do I record videos without a teleprompter? This article from Wistia convinced me to learn to read a few lines at a time and "embrace the jump cuts."
