The most recent updates for Storyline 3 no longer include the option to publish to CD because this method requires Internet Explorer to work, which is a browser that is no longer supported.
If you need a way to share your courses with others users for offline access, you can instead publish your course to web and share the published output with them. The web output will have the same functionality as the published CD output. Here's how to update your version of Storyline 3:
