Looking for the best LMS for Articulate

Good morning everyone,

I have a question about the best LMS to use for my use case. The company I am working for, which is in the supply chain field, is trying to create a blended onboarding program that will combine a digital course that the new employees will complete online and a face to face training with an instructor that will be validated by the instructor.

I am actually looking for an LMS that I can use with Articulate that will allow me be able to create that blended program in such a way that it is only when the students pass the course AND are validated by the instructor in the face to face training that they will get a certificate of completion and be allowed to move to the next course.

 Also, I would like to have the validation by the instructor to be done in the LMS. I would like to be able to create a checklist that has all the points to be checked by the instructor and it is only when all are checked and good AND that the online course has been passed by the new employees that they will be able to receive a certificate of completion and move to the next course.

Any suggestion about the best LMS to use?
