I don't know of any native way to link directly to a layer on another slide. You could think outside the box and
create duplicate slides (of those that have layers you're going to call)
add a trigger (on each of those slides) that shows X layer on timeline start
launch the relevant (duplicate) slide when necessary
Okay, that's a pretty simplistic overview, but it would work if your content and layers were "suitable". It would also not work if you had some bust content or mechanics that 'broke' it.
Here's a very quick demo I put together as one possible solution. The example uses one text variable and a timeline trigger to show layer (red, blue or yellow) when the timeline starts.
