If you publish Storyline and view it on an iPad using the Articulate App, pdf files will NOT work. I wanted to create a Storyline file that users would view and download for offline viewing using the App. The problem is I want to include pdf docs that would appear in webobject windows. Yes it's possible to get it to work. I need to get back to my office to get you the steps I took.
You are correct that you cannot download the PDF's to the iPad, that's part of the security of the device. I created a layer and inserted a Web Object on the layer that points to the PDF on web server...

After creating your Google doc, publish it out so it is read-only. You then get a URL to use. Then insert it as a web object in your Storyline project.
Unfortunately, you cannot just save a PDF to an iPad for offline viewing. you need an app that can save PDF files on the iPad. That is the way it works in iOS.
There is no folder file structure like you have on a computer. Documents and files are saved within apps that are compatible with those files for viewing and/or editing. For example, the GoodReader App, Adobe Reader, and iBooks all let you download and save a PDF, which you can then access through that App.
A Web Object in Storyline is going to require an active connection to display the object, regardless of the object type - be it a PDF, and HMTL page, or a Google Doc.
Will all of your learners have gone to the App Store and installed Adobe Reader from there? If not, a non-PDF solution may sometimes be better.
You don't necessarily need Adobe Reader on the iPad to view a PDF document. It's built in for several of the native Apps like the Mobile Safari Browser and Email.
I don't have Adobe Reader installed on my iPad, and when I run my course programmed as described above (using a Web Object), the PDF appears inline in my course. It's completely scrollable within the layer it appears on.
I've managed to open the PDF files using the web objects method, but then, I cannot close the PDF and go back to the slide containing the links to different PDF files.
I've added a close button on the web object, but it doesn't appear when the PDF opens.

Are you placing the web object on a layer? I put each web object on its own layer. Each layer has a "close" button that is set to hide the layer.
