When I upload a new version of a module to review, what happens to the comments from the previous version (both resolved and not resolved)? Do they appear in the new version as resolved and outstanding or do I have to take care of all comments in one version before uploading the next version?

When you publish a new version of a project, the unresolved comments will carry over to the new version. Once you resolve them, they will hide by default on future versions. You can unhide them, or see previous versions where they were unresolved. Here's what they look like in previous versions:
You might have comments that carry over several different versions until you decide they're resolved. Does that answer you questions?

How can I add a new version from the articulate website? After I have already uploaded a previous version?

You can publish a new version from Storyline 360.
You can upload the project to Review 360 from the Review 360 website but it will be its own project. There isn't a way to import another version.
