Delay in Viewing New Comments?

I've got someone who has been adding comments to a course in Review for the last couple of hours. I've been getting emails for each comment, but if I visit the Review site, none of the comments are available yet.
How is this set up? Are comments for a session not posted until the reviewer closes his or her connection? Or is there otherwise a duration that it takes for a new comment to appear? Or is this a browser history thing, where I need to clear my browser history to view new comments?

By "available" I mean visible. Neither I nor another team member can see the comments the reviewer has been making. They are not in the feedback file either, nor are they there if I export comments as a .pdf.
