All looks correct in your screenshot, and I confirmed I also couldn't comment on your Review 360 link. I tried my own courses, and those were working normally, so I'm going to connect you with our Support Team.

A "Feedback" option should appear between "Review" and "Share" when comments are enabled. As you can see on your screenshot, there is no "Feedback" option which indicates that the comments are most likely disabled.

One other thought - did you check to Disable Comments by accident? You'll see that option within the three dots drop down:
It's a toggle - so it'll show "Enable Comments" if they've been turned off.
