Great question! When publishing to Review, you'll have the same options for Format to choose between Flash or HTML5 first, or as a fallback option. The Review links don't have the same URL ending that you may find on a web content (story_flash.html or story_html5.html) so you'd have to check your browser settings to see if Flash is enabled or not and keep in mind what your publishing choices were.
I could see how switching between the different outputs would help with your testing, so I'll let our Product team know about this idea. Thanks for coming to share in ELH!
