You could add a checkbox list block with this message: "I acknowledge that I have viewed all lessons in this course." Then, add a continue button below the checkbox, with the complete block directly above setting. This button will restrict the learner from moving forward until they check the box.
Is there a way to download the completed acknowledgment from Rise? That is, some way to trigger a PDF save or some such from a form submission which could then be downloaded?
You could also look at creating a simple acknowledgment form using a third-party tool (like Google Forms). You could embed that form in your lesson using a multimedia embed block.

You can also enable restricted navigation to ensure the learner views all lessons.

Check out this cool Storyline Block course certificate generator that Phil created. He may be able to help you create a similar downloadable certificate for your own course.
