Is there a way to use the Attachment block to upload a pdf that opens in a new tab on click? As far as I can tell, you can only make them download which is an issue for users on some platforms. Is there a way to change this?
Hello, Josh! Internet downloads are handled by your operating system (what version of Windows or Mac you have) and your browser security settings. Can you share what OS and browser you're using? The community can probably point you in the right direction on how those systems handle attachments.
Rise 360 used to attach a unique identifier to files in the attachment block, resulting in extra characters added to the beginning of the file name. We made an improvement to remove the identifier, ensuring that extra characters were not added to the file name when the learner downloads the file.
For the browser to open a file in a new tab, it has to find the file by its real name, which includes the extra characters. Now that we've removed the extra characters from the file name, the browser will automatically download the file.

I have a situation where pdf's are opening in a new window and excel documents are downloading directly. I want both to just download. Is there no option to specify? In other tools (such as SharePoint) I can specify the preferred behaviour.
Typically your web browser will determine how PDF documents are handled. For example, Chrome has a Privacy & Security setting that allows you to download PDF documents rather than open them in a new tab.
I need to open a pdf in a new window so the learner to go back to the original launch screen. Currently, when the learner clicks, and the pdf opens. But, when the learner clicks to close the document, the entire course closes. How can I get the pdf to close and the learner stay on the original launch screen?

I'm using Chrome version 75.0.3770.100 and OS X 10.11.6
However I have noted that some website attachments (pdfs specifically) do open as a new tab and not a download. Does that make any difference?
This is related to my question here and sadly is so by default now. Why not give us the option instead of changing just for kicks?
