I created a button stack with 3 items. I was thinking after they clicked on the first button and read the content that it would bring them back to the button stack so they could click on 2 and so on. I can't find a way to make it do that. Is it not designed to work that way or am I missing a piece?
No -- not designed to work that way. If you want, you could add a single button at the bottom of that content that returns the learner back to the original button stack.
Good question. I do not use the button stack the way you describe it, no. I mostly use it to link to external information easily, send emails, or let learners quickly jump to other spots in the course.

Do you use this? If it doesn't go back I'm wondering when it would be useful.
Thanks
