I have a Disclaimer page that has the text 'By continuing to use this training material you are agreeing to the conditions set out in our Disclaimer agreement.' with a button 'Continue'. When I preview my course you can scroll down to the next page but I would like to lock it down, so the only way to continue past the Disclaimer page is to click the Continue button. Is this possible?

Yes - to do that you'd need to use a Continue Block element (from within the 'Divider' category) instead of just using a normal button.
